This Real Estate Developer is Building a Foundation for Growth in Washington, D.C.

Adrian Washington’s Neighborhood Development Company is helping communities flourish by building affordable housing and creating space for local businesses—with support from JPMorganChase.

April 5, 2024

Growing up in Ward 8 of Washington, D.C., Adrian Washington saw firsthand that affordable, quality housing wasn’t available to all—particularly in communities like his, where there wasn’t enough investment in new developments to meet demand. Hoping to make a difference, he founded the Neighborhood Development Company (NDC) in 1999. A mission-driven real estate development company, it is designed to help address the affordable housing issue throughout D.C.

NDC works to improve the lives of those who’ve called the District home for decades by building back neighborhoods that have been historically ignored. “Our goal has always been to do more than just build buildings,” Washington says. “We want to create healthy, sustainable communities.”

Relationships Set the Foundation

Economic opportunity is deeply rooted in neighborhood conditions—when people have access to safe and affordable homes, they enjoy better health, education, earnings and other measures of well-being.  With more than 50 years of experience in the Greater Washington region ,  JPMorganChase works with local leaders like Washington to help uplift communities and strengthen the local economy.

NDC was the first recipient of Enterprise Community Partner’s Equitable Path Forward  (EPF) funding. JPMorganChase supported EPF with a $40 million investment and this capital   helped NDC build 1100 Eastern Avenue, a mixed-use development with a ground-floor commercial space and 63 affordable units—13 of which are permanent supportive housing units.

“We’re proud to have contributed to the development of 1100 Eastern, which provides the heart of the Deanwood  neighborhood with affordable housing to support individuals and families that are most in need,” says Brett Macleod, Executive Director of Chase Community Development Banking. “Adrian and NDC promote resiliency and support revitalization efforts in communities where we live and work.”

At 1100 Eastern, every unit will serve families with incomes at or below 50 percent of the area median income, helping to remove some of the financial barriers to housing.  The first floor commercial space is occupied by a daycare center , which has created jobs in the community and provides working parents with needed support.

Enhance, Not Displace

As a mission-driven company, NDC sets itself apart through its steadfast commitment to honoring the history and culture of every community in which it works.  To date, NDC has developed more than 1 million square feet of real estate in the D.C. area, including over 1,900 units of housing.  And there’s more in the pipeline.

“We want to take what we’ve done and grow it and make it bigger and better,” Washington says.
